Patch FeeSettings on a Work Item

PATCH /v3/WorkItems/{WorkItemKey} now accepts FeeSettings, so you can change how a work item is billed without a full PUT:

FeeSettings replaces the work item’s fee settings as a whole, so send both properties together:

`TimeAndMaterials`	Must be `null`
`NonBillable`	Must be `null`

A missing FeeType, a missing or unexpected FeeValue, or "FeeSettings": null returns a 400.

Fee settings managed by an engagement or an approved recurring invoice can’t be changed through the API. The request returns a 422, but any other properties in the same request are still applied.
